Men make decisions for women. But not the other way around. Men judge women's worthiness, but no women can ever be the judge of a man's worthiness. Men can excommunicate women, but not the other way around. Every decision a woman makes is ultimately subject to veto by the man. If the primary president wants to spend some money or do an activity, the bishop can just say no.
At every level, men are in authority and women are subservient.
