Well if by "men" you mean "God"...

then maybe you'd have a point there but it wasn't "men" that decided those things, it was God telling men how he wanted it organized. Now if you do not believe in God, or that it is God's church, then sure you can say "men decided" these things but if you believe that the church is what it claims to be then you cannot say "men decided" those things because God decided those things and the men did as they were commanded to do.
