The only time I have seen anyone tell someone to be quiet was while the O is on
the field and we should be quiet. Loud on Defense, quiet on Offense.
I have seen some people who were acting boorishly be asked to stop that behavior, and perhaps they interpreted it to be others asking them to be quiet, but it was the behavior, not the volume that was the issue.

If we were winning or even playing well, the crowd would be loud. The crowd can only get into a frenzy so many times on 3rd and long so many times in a row when the team lets them convert. Better play equals better crowd.

Back in the Beck and Hall days when winning at home was a given, the crowd was quite loud.
