If that's the case in some areas in Utah, I don't think the solution is to build as if it will continue to be centered around needing a car to go everywhere. Plus you have the issue of traffic as well: if it's easy/free/convenient to park, wouldn't that mean you'll have more cars on the road? You can only rely on sprawl and adding/expanding thoroughfares so much before you end up being LA. You don't want to be LA.
