There is still a massive shortage. Charging didn’t solve any problems just made the problems more expensive. As noted the problem has been shifted to others. People are parking on public land, down the public streets and in business parking lots... for now.

It is irresponsible city councils and excessively greedy developers causing this problem by using antiquated ratios to determine the needed amount of parking spaces.
