The problem in Vineyard (at least in the high density areas) is that
the developers provided two parking spaces per unit like the city requested but many of the people who bought those apartments/town houses ended up renting them out to students who can have up to six people (and six cars) per unit. The city was pretty upset about that since those developments were suppose to be family units but there isn't much that they can do about it. They did make some of the developers go back and add more parking spaces but there still isn't enough for all the cars. They have learned, though, from their mistake and are being much more strict on new developers requiring them to add more parking spaces per unit than before.
