So, when developers are forced to make a profit from fewer units being built

who suffers? The customer. Those parking spots aren't free. The land doesn't come from nowhere. Developers will make their money. City councils being in cahoots with developers would be illegal, so if you know something the rest of us don't, please contact the proper authorities.
