but I would take the flight time into account. If its a one or two hour flight then a kid can be reasonably expected to be good for that duration with some effort from the parents. If it is multiple hours then probably not. They're kids, it is a struggle for them to sit and behave for that long a period of time.

I'll tell you something interesting about this thread, we have had threads on here about how unreasonable it is to expect little kids to sit through stake conference or sacrament meeting or 3 hour church or whatever and not act up and how it needs to be shorter because of that and yet many on here are taking the exact opposite position from what they took in those threads in this thread.
