This argument is ridiculous and futile. People will always take kids on airplanes that will scream and get on people's nerves. I don't see any government intervention on your behalf mandating kids being a certain age before flying. The foolish argument here is yours.

When I fly now I have noise cancelling headphones and they have been a godsend. I forgot them last week on a flight and had a screaming kid right in front of me in lowly coach.

I only cursed myself for forgetting my headphones in my car. I vowed that day to never forget my headphones again.
