Ultimately yes...
the parents made a choice to take a kid to young to maintain good behavior for a long period of time onto a long flight filled with hundreds of other people. So yes it is irresponsible to a degree. of course they could have been some circumstance that made it impossible to avoid but those situations are rare, mostly it is just people not caring how they affect others.
