Hiring based on ability? LOL!!! Hardly. They are hiring as much cheap foreign...
...labor as possible. Ability has little to do with it.

I have spent 40+ years in the software development field and have seen and dealt with the steady degradation of capabilities and preparedness of new STEM employees, much of which is caused by under qualified cheap foreign labor. The "gems" in the under skilled and poorly educated STEM labor pool are very rare.

Meantime, the "rain makers" push for more foreign labor. It is purely about wages and salaries, not skills. Salary-wise, 1 American programmer used to equal 4 Indian programmers or 8 Vietnamese programmers. Thanks to wage and salary suppression by those glorious "rain makers", those ratios are about half of what they were. Sadly, the skill sets of a large percentage of those foreign hires haven't improved.

I've spent a significant portion of my career cleaning up the messes made by unqualified STEM "experts". It has gotten much worse over the years.
