Studies show that not only do the poor nearly always have enough food, clothing, and shelter, but they have a lot of items like those I mentioned that significantly help improve quality of life. Sorry, that isn't "failing" the poor. Certainly we're not perfect, but we are the 4th best nation in the world at providing for the bottom 10% of our population and we do the best job at providing upward mobility to allow the poor to get out of the bottom 10% and 20%.

As noted by Venom Farmer, the homeless who suffer from drug addiction and mental illness are an exception to having these resources, but that is not so much a matter that they aren't available.
