We've waited until the kids are 14. It hasn't been an issue.
My 14 year old refs (reffed) games, so we got him his phone to follow his ref schedule and call us for rides. The phone has a lot of gaming and internet restrictions.... because he'd be on the phone 24/7 if he could. Phones are not great for kids.
