Unfortunately, there are way too many parents out there who just don't care. I
think amongst LDS families, there are probably more people on top of this (not as many as should be). But based on what I've seen at my own kids school, there are a lot of kids whose parents don't care and give their kids phones at a young age with completely unrestricted access.
It's causing and will continue to cause major issues for these kids.
