I think Utah has a vastly overinflated sense of self (and TFL buys into some but not all of that; on rare occasion he/she/they/it can be quite reasonable).
I'm with you on the general statement you are making, but using Pac12 Network appearances isn't the right data to go with. Only two teams showed up FEWER times than Utah. And Utah only showed up on their against FCS and dregs...
To answer your question: they had 4 P12 Network appearances in both 2021 and 2019. Yes, it's more than the minimum, since that's the case you want to make here, but it's still in the "best 4" in the conference.
