Utah doesn't have the quality of program that can compete at a 10-15 level in a tougher conference.

Utah is perfectly positioned in the PAC. The PAC allows Utah to make people believe they can compete on a national level only to fall short in every single P5 OOC game in recent memory.

I can totally understand why Utah has no desire to move to a tougher conference. Fortunately for Utah, I'm not sure moving to another P5 conference will be an option.
