It's the game itself. A slight majority of viewers were neither Utah or USC fans. In fact, many were Ohio State
and TCU fans rooting for Utah.
Even the Utah-Ohio State RB got up to 20 million viewers at its peak.
Ohio State might have 8-9 million fans total. If Utah has less than 1 million, where do the other 10 million viewers come from?
Your argument that it's all Ohio State doesn't add up. It's about the draw of the game itself.
BYU fans get too hung up on fan base size. If you are a school that has the ability to get to a game that can draw 20 million viewers, you're going to be fine in P5 realignment
