The problem is that BYU's reasoning is faulty. IIRC, BYU says it is following

The NCAA mandate that athletes receive their degree before they can be admitted to the NCAA HOF. However, the rule wasn't adopted until 1983 and doesn't apply to those who played prior to 1983.

Jim played prior to 1983 and, therefore, should have been admitted long ago if BYU were truly following the NCAA guidelines.
