If a fraction of the stories are true it spells out department that has been in disarray. But on the flip side, many stories are coming out that this is changing. I just don't see Kalani as an organizational task master (I think Bronco fit that role well).

In Kalani's case, he's the people person, the personality. He needs to find his lieutenant that is organized and empowered to run the day to day operations if he hasn't done so already.
