It has been sometime in the last 2-3 years when the EE endorsement for Bishops and SPs changed from a more formal rating and commentary to just a "go/no-go".
Interesting that seminary teachers still do a write up of the applicant but bishops do not. Given the relationship a bishop has with his youth I would think that you would get a much better assessment from a bishop than from a seminary teacher. Perhaps they feel that bishops would not be as objective?
Bishops do this very type of assessment of youth on every missionary application, so not sure why they would not be trusted to do the same for a BYU application.
