The bishop answers the question of whether or not the kid is worthy to attend.
And, of course, he fills out the Ecclesiastical Endorsement. That is the only input the bishop has in the process.
A bishop can prevent someone from attending BYU if he knows they are not worthy. That would override anything the seminary teacher or anyone else might say. But the seminary teacher has more input as far as a recommendation goes.
