Disagree. A bishop's priority is the youth.
I would expect a kid with the desire to attend BYU to have a good relationship with his bishop.
I've known some fruitcake early morning seminary teachers. And I disagree the the gatekeeper mentality of CES.
I trust the bishop's input more than a seminary teacher's.
