Case #'s per capita are also a joke. These #'s are deaths per capita.
You could also use Hospitalized per capita, but those numbers are harder to find, and hospitalization criteria can change.

This works because it normalizes everything. We likely aren't missing too many deaths.

Note that case #'s per capita is FAR better than just raw case numbers, but I would still fire any analyst on my team who used a number as flimsy as case numbers in a situation like this to make a decision worth more than $15.
