As I described in my other comment, their approach to pay discourages it. Also, when I interviewed there for a faculty position, the general authority that interviewed me said I should not work at BYU unless it was the best place for my career. If I had other options that were better for my career, he said I should take those options. I'm not sure how widespread this viewpoint is among the general authorities and administration, but that's one anecdote.
