In addition, I believe taxpayer money goes into operating revenue.
When you have to force money out of the hands of unwilling contributors under the color of law, I don't know how they count that as "operating revenue." Either way, it's not exactly something to crow about, and not exactly a reason the Big12 should consider adding them.
