since both schools are in Ohio. I just find it odd that they would even offer him. You don't offer a player unless you see some reason that you might be successful. In Toledo's case I would not be surprised if the off field issues are the reason they think he might fall to them. And it may even be that they think he wont last at a big school. There are a lot of players that are kicked out of big programs and go to the small school that offered them when they were first being recruited.
