No, he is the coach.
And he could (and should) care less about what a bunch of loud mouthed fans think. Even the self important rich boosters. There are many instances of Bronco showing that opposite of what you suggest, but none showing that he is arrogant or stubborn. The only ones that even come close are completely misinterpreted and taken out of context by the anti Bronco crowd.
