Forest Service or BLM (depending on the land) comes out and culls the herd.
Same thing they did with the wild turkeys. Usually they offer you the meat and/or a tag (which is a nice courtesy), but they don't have too.
It's not necessarily a bad service. They'll do it if there is disease in a herd also. I don't have an issue with Utah's herd management, but it also shows that an actual hunter is a bit superfluous. Except for coyotes....they can't get enough of the coyotes.
