The federal government can only own land necessary and proper to carry out its
enumerated powers, such as national defense, post offices, etc.

It must dispose of all other land, which it has everywhere but the west. I don't really care how it disposes of it, but it needs to do it. I would actually prefer it be sold to private entities rather than ceded to the states. Selling it to the states would be self-defeating.
