If they want the states to own in, they should sell it to the states. The proceeds could go to pay down the Federal government's debt, or to reduce Federal tax rates. It's Federal property, and as a US taxpayer I don't know why we'd want to just give away land to some state. If the states want it, they should pay for it, just like anyone else -- otherwise, it's just another socialistic transfer of wealth from one group (US citizens and US taxpayers) to a special interest group (the residents and taxpayers of a specific state).
