Utah is a little bit of a different animal in this regards
First, a large part of the property the feds own was obtained via the Edmunds-Tucker Act and taken from the LDS Church.
Although, the Utah Constitution says "The people inhabiting this State do affirm and declare that they forever disclaim all right and title to the unappropriated public lands lying within the boundaries hereof..."
