And like all public goods, it degrades over time to the point that it's not
really useful to anybody. In Idaho, where I love to fish, the quality of fishing has fallen and there are so many restrictions on fishing in public waters now that it's almost not worth it. The reason for that is bad government policy and mismanagement of fishing streams and lakes have harmed fish populations. It's a classic public goods problem that always plagues public management.

I would way rather that sports fishing rights be held privately like they are throughout England and Europe. Yes, people would have to pay more, but the rivers, streams and lakes would be far healthier and the fishing a lot better.

Something or somebody has to pay for the use of public lands. The costs are revealed partially in the degradation of those public goods (which aren't strictly public goods anyway).
