The point is that if the state owned the land and held it up for sale, people
would buy land that is primed for hunting, camping, hiking, cross country skiing, etc and then charge people to enter that land.
Recreation lands are valuable.
The only land that would remain public would be west desert land that people don't want to use anyways.
