This is completely true. Utah had a couple good seasons under Urban Meyer and Mario Cappechi won the nobel prize. Even though BYU had and still has a superior athletic program compared to Utah, Utah looked good at that moment. Timing is everything. After Texas et al. rejected the PAC 10 offer, Utah and Colorado were their second tier choices but they pulled the trigger and that elevated Utah and sunk BYU.
