BYU is still, and will always be, the better undergraduate university in the state. BYU invests very little in their grad programs relative to the undergraduate programs. BYU wants to focus on undergraduate studies and be as highly ranked in that aspect as possible.
Given that 30K of BYU's 35K students are undergrads, that makes sense. Sure, Utah can argue that, as a whole, has better graduate programs than BYU. But if that's your measuring stick, you're basing the college perception on 10%-15% of your students. For the other 85%-90%, BYU is a much better university than U of U, and it's not even remotely close.
