Ultimately I don't think the data set tells that big a difference
By one measure, we're similar to Georgia Tech, by another we're closer to something like .... maybe Arizona or Washington State (trying to think of a mediocre Big 12 team, but looks like Texas Tech is closer to GaTech levels over the last decade and WVU and TCU are a little bit better than mediocre).

In either case, arguing about whether we're somewhat subpar (but not the absolute Rutgersian worst) or basically average tends to miss the point. In either case, we're not excelling, but we're also not completely overmatched despite having far fewer resources.

Both TCU and Utah have had some success (not Alabama, Ohio St type success obviously, but fairly regular in the top 25 with several trips higher in the rankings), and they remain great estimates of what BYU could/would do if they got a P5 invite. Whether BYU is currently in the 25th percentile of P5 teams or the 45th percentile is an interesting debate, but ultimately unknowable and doesn't really make that much difference.
