I agree that changes need to be made

There was a baseball player a few years back who ward hopped and couldn't get an ecclesiastical endorsement. The bishop was pretty gung ho that the kid wasn't in his ward enough, which would have merited him getting kicked out of BYU.

There are a lot of grey area confessions that bishops can determine the consequences, which probably isn't fair to certain students.
