Bishops have no more power than the local prosecutors to expel students
if a student gets arrested out in town for something, the school will take action based on that prosecution up to and including expulsion for serious crimes.

how is that different from a Bishop taking eccelesiastical action which then the school will act on? neither the Bishop nor the prosecutor are expelling the student, they are merely the tool the school uses to find out about the misconduct which the school then uses to form a basis for expulsion.
