The variation on leaders is a legitimate issue. One of the stake presidents I
had at BYU was, in my opinion, unreasonably hammer-and-nail. He disfellowshipped and instructed bishops to pull a disproportionate number of endorsements. He added questions to the TR interview. While his toughness was well intentioned, a student in his stake would get different treatment than a student in the neighboring stake, no doubt about it. And he influenced bishops on what discipline they should issue.
