I can see where you are coming from but measuring beliefs is a very difficult
thing to measure and regulate.
Activity in the church doesn't necessarily correlate to testimony. There are obviously people like the ones you mentioned who would have been better off going somewhere else for school or took advantage of BYU but setting up some sort of post-graduation inquisition would do much more harm than good in my opinion.
