No, you're thinking like a legal prosecutor, not a civil rights advocate. The
issue being discussed isn't that someone who is not a university employee can make a decision to get someone expelled, it's that you can get expelled for saying you no longer believe in the Church. It's not about blaming the Bishop, it's about the fact that you can get expelled from a major university because of your religious beliefs.

Imagine if another private school such as Stanford started expelling students who said that they do believe in Mormonism? Wouldn't you consider that disturbing?
