It changed significantly last year.
Towing companies are no longer allowed to tow or boot without the consent of the property owner.
This is nice because they can't just hang out and nab you when you after 2 minutes, or wait in 2 hour parking, or go get you at 12:01. They have to call the owners, or have been given consent by the owners to enforce the rules. Most owners in provo aren't consenting, because then nobody wants to live at that place.
Mayor Curtis seems to have solved a big part of the issue.
