Of course that's the case!
People tend to be very vocal when they are treated unfairly, or believe they are treated unfairly. We also tend (myself included) to exaggerate every situation to make ourselves look better. So, I'm sure you've heard from more people who were wronged, or believe they were wronged, than others. I means seriously, who goes home to their roommates or girlfriends and says, "I'm an idiot. I gambled parking to late while I was doing XYZ, and my car got booted." Probably a lot less likely.

My point is, most people who get booted or towed, probably did something wrong. I mean, even in this discussion, there are several people mentioned how they were booted or towed, or know someone who was, for only parking three inches over the line. Well, like it or not, these people did do something wrong. Whether they think the rule their apartment complex has established or not is irrelevant. They broke the rule.

Just so people don't misunderstand what I'm saying...I'm not suggesting I think that current towing and booting rules in Provo are fair. I think the parking rules are ridiculous. But I think it's equally ridiculous to blame tow truck drivers for rules they don't like, and even more ridiculous to blame someone else for their poor choice. I got booted in the five minutes it took me to walk my date to her door and back to my car. It's just stupid that within the rules (at least 15 years ago) there was no buffer for something as harmless dropping someone off at home. However, I knew it was a possibility and still chose to park illegally. It was my fault.
