I think it's a weird (hypocritical) rule. It's not an HC violation for others to switch from their religion to join the LDS church, but it somehow is for LDS members to leave the church? I say as long as they are still living up to the other requirements of the HC, they should be able to get an endorsement from the school chaplain.
