From the church's view, wouldn't they want to keep students who are questioning

Their LDS faith in the community and around other "good influences?" Keeping them in a religious/loving atmosphere and in classes might help them to change their mind and stay. Instead, they're kicked out and it probably only adds to them not wanting to be part of that religion.
