I agree with that, and I think a lot of people would. Unfortunately, it would
be difficult to communicate that message to students. And the communication is really what matters here. If the major policy issue at play is making victim's feel comfortable reporting, the school would have to do some major communication effort to make sure students know what will and what won't result in suspensions. That's hard to do. People generally trust what they hear, rumors and the like, and base decisions on that information, even when it's bad information.
