One major quibble (is that a thing?): You say the HCO shouldn't
be investigating subsequent violations of the HC. The vibe I have received is that the HCO is investigating PRIOR violations that come to light along with the sexual assault. To me the distinction is important.
As for subsequent violations, the best system would be a loving approach from the HCO that takes the sexual assault into consideration and works with the victim to get psychological help and support.
