Has to do with OUT OF STATE recruits
State of Utah recruits are known by both BYU and UTAH....can't really accuse one of piggy-backing the other.
But out of state recruits are lesser known. It has been interesting to see Utah "find" recruits that no one has heard about in states far from boardering Utah..... and only soon after BYU offers them?
