Like licking toilet seats and partying
Young people (young adults) do stupid things. You can't teach common sense to some people. Even older adults can be selfish nasty people if their routines are violated.
You may live in the perfect neighborhood or you just dont see it but there are plenty of stupid people who were not making good decisons and they were affecting those who did make good decisions. Government did the right thing by slowly pushing people to see that this was a big deal and to change their behavior.
