How about not having them go to completely packed grocery stores?

Arrange for deliveries with couriers who apply best practices to reduce infections and are tested weekly for COVID-19? That would probably reduce infections among high risk groups, no? Those are steps some people are electing into, but shelter in place for all doesn't go this far.
